Delete a label
Delete a label and take it off everyone who carries it.
DELETE /organizations/{org}/tenants/{tenantId}/labels/{labelId}
Deletes the label and removes it from every member.
Authorization
Org owner. A member who is not an owner gets 403 forbidden; a non-member gets 404.
